Attachments in Email do not upload

Whenever I attach a file however small to an email in MS-Outlook 2000, the email with the attachment would just sit in the Outbox and would never be sent.

I un-installed Outlook 2000 and re-installed it but the problem still persists. My OS is Windows NT.

What needs to be done in order to make the software function?
