Automate the process of creating permis

ON my NT Server i used a third-party software called DumpSec to dump all my sharing & permissions i had on my server. now i want to automate the process of creating permission. i have about 100 folders with different permissions. how do i create these permission . is there any utility where you just import the comma seperated value (CSV) & just create the permission ?
