How can one automatically have Microsoft Explorer 5.01 refresh the displayed page, and all pages down on the task bar?

You cannot do it from available settings. Usually the refresh rate is controlled by the programmer who setup the web page and not the user accessing it. You can do only manually by clicking on the icon or F5 key or setting it in internet options. There may be a registry hack but as I mentioned the content provider usually writes code to refresh the page regularly depending on how much ads she wants to send you.
