Automatically Disconnecting DSL

I have two users on an XP Pro PC and the DSL wasn’t setup by me. Somehow, it use to prompt the user where the DSL coonection was setup, to disconnect before signing off of XP. Now it doesn’t anymore and when that user signs off, it automatically drops the connection, which in turn when she signs back on, she has to go through and reestablish the connection which is a long process and sometimes doesn’t work the first time through. Any ideas on where the setting is for prompting to disconnect or what to do? Also, how do I get the same DSL settings for the second user of that PC?
