If you contact Toshiba's help line, they can talk you through how to reset the BIOS password. There's usually a discrete set of keys you can use to get rid of it or change it to factory default. You often need to provide proof of purchase or have registered it with them as for all they know you could have a "hot" laptop in your hands.

Local Authorised Repair Centre

You may be able to contact the local authorised repair centre or lure the technician out to your site to have a look at it. May cost a bit though for on site. Toshiba should be able to tell you who it is.

If you are really stuck and you are comfortable enough opening the laptop up without fear of voiding your warranty, you can remove the battery and the CMOS battery and unplug it. Leave it for a good half an hour to discharge all the capacitors and for the ROM to reset. Put it back together and fire it up. You might just get lucky.

The battery trick no longer works........

That's old stuff. Today's laptops store the BIOS password on an integrated chip. The old trick to remove the battery no longer works. Where have you been for the last 5 years or so?
