Bk Up of WIN98 not recognd by Win2000

It was suggested I move to Win 2000 from Win98. I backed up my important Win 98 files to my 2nd hard drive i use for back up. I formated main drive and installed Win 2000. I have tried both Restore and copying files and droping into my Program files. Neither works! Suggestions? I have alot of info that i cannot loose and was originally told that i could just drag and drop but do i have to do each file to each program and if so, how do i tell which file goes into which program. I have Contacts, Word, HP Faxes & Fax addresses, Emails, HELP.
