Blocked attachment

I received a EMAIL from family member in Italy. A file was attached to it but outlook gave me a message that it had blocked a potentially unsafe attachment. It s proberly a picture but dont know what format its in. I tried looking around in the email options stettings but could not find anything that helped. How can I recover the attachment ..
