Blocking outbound emails addresses

I have a employee that is abusing email priveleges. What I would like to do is prevent him from sending emails to a specific address. Is there a way to do this???

If you have an email policy, then use the policy.

What mail system are you using?

Need more information before offering a tecnically correct answer to your dilemma.

We have an email policy, but this person finds ways to get around it. HOw I caught it was by having to clear the que in the exchange server as he had emailed himself all his work email to his personal email, inclding client confid. information. I had to write him up. But I have since found him emailing other stuff to his personal account.

It's an exchange 2003 on windows 2003.
