Blocking outbound TCP for P2P programs

Im using a Cisco 3600 router (Im new to this kind of routers), can you list some tips on how to block outbound TCP. Downloading of files (thru Kazaa) is very rampant on our company.

Port blocking no, URL/DNS blocking yes

Unfortunatly, blocking outbound ports in your firewall or router is no longer effective since most software will now try and connect via HTTP port 80 (which your forced to leave open for surfing) The solution is to send bad information back to the client when it tries to lookup the DNS record for the connection. This software does that!
