Booting windows from usb to avoid screentime

How can I make a portable computer out of a USB stick? So my girlfriend’s parents have downtime on her PC (using Bark) but I heard that you could make a portable computer with just a USB stick so when you plug it in your PC and boot it up it will boot up to sort of a new pc by installing software on a USB and then booting the PC up on the USB can you please tell me how to do this and if it will work
ps. Trust me her not having screentime is best for her own mental health
