Breaking up a T1 for multiple clients in the same building…

Here is the situation. I have a client who owns a two story office building. There are several tenants leasing out small suites in the building. Unfortunatly all DSL circuits for the building have been maxed out, and there is no cable internet available. They are having trouble leasing suites without internet access.

So we are bringing in a T1 (for now, upgrading later). I have already wired the suites back to a closet where the T1 router will be installed.

These are my goals:

1. All suites will have internet access. There are 11, for now.

2. Provide some sort of bandwidth throttling (or QOS)

3. Isolate suites from each other.

4. No hardware to be installed in the suites.
(The suites are wired up)

5. Having the ability to remotely manage the equipment.

6. Having the abilty to provide a user with a public ip address if needed.

7. Not buying a $1500 switch.

Are there any opinions as to what hardware I can use, and how to go about doing this?
VLAN’s?
