Bug when moving mouse over buttons, how to fix?

So basically when I move my mouse over certain parts of certain apps, it kind of highlights where I cant see the text and sometimes zooms in. I attached a video here:

SPECS:

Dell G5 15 SE
CPU: AMD Ryzen 5 Mobile
GPU: AMD Radeon(TM) RX 5600M Series
32GB Ram

my mouse in case it matters: Razer Deathadder Elite Destiny 2

Looks like something that is programmed using some mouseover action. Try it with another mouse and/or on another computer. Please tell the results of your investigation.
What exactly are “certain apps”?

Try reinstalling the touchpad drivers or try fresh windows install.

Hey,

Try uninstalling and reinstalling the touchpad driver, and if doesn’t work try to run the hardware and device troubleshooter.

It can also be the mouse, can you check with another one?
