Bypassing xlstart on a Citrix server

I can click on an Excel file on a local computer and Excel will open and display just that file. If I try the same thing while logged into a Citrix server, Excel pulls up all the files in the xlstart directory, then opens the file I clicked on. I have remote users who have no need for the files we use in house on a daily basis, which is why they are in the xlstart directory. Any solution that works will be greatly appreciated.
