Calander permissions for Outlook 2000

We are using outlook 2000 exchange server, The problem is the Big Boss wants a calander that can be shared by everyone.Here is the glitch he wants his secratary to have the same permission as himself while everyone else only see the date and time showing as busy or free.Any suggestions?
