Can I create a DFS root on a W2k Cluster

We aren’t using AD, yet and would like to set up a DFS structure to consolidate department shares for our organization. Is it possible to create a DFS root on a Win2k cluster so that we have some redundancy?

Eventually we would like to have multiple clusters provide shares under this DFS root.
