That’s a strange question for a forum about Web Development, don’t you think? There are so many techs that have nothing to do with building websites. Think cars, electricity, mechanical engineering, heating etc.

I think it depends on the role of the recruiter in the whole process and the role of the customer that wants to hire the candidate.

They could do so based on the thread title, but I wouldn’t recommend it. Kind of like asking if an electrician could mentor a plumber.
