I want to trace the ip address and location of a scammer bacause he blocked me on facebook and he using dummy account it is possible for me to trace him?

If the scammer uses a VPN your search stops at the VPN.

Real hacker may/may not be traced. If by masked you mean IP that is used on VPN or hided with proxy, simply you can’t. Otherwise, you can do it in Windows by using tracert ip in cmd.
