Is it relevant to me?

I work for a US company with operations all over the world. This legislation contradicts European law, and the more general problem is:

How do I ensure compliance with ALL of these laws? It is possible to send spam from the US and be compliant with the US legislation but in gross violation of European law. I cannot identify where the recipient (or originator) of an email is, and therefore am at risk of penalty in some countries by default.
