Am I right in thinking that I can get a comprehensive csv file listing of streets in Belgium, here? Or if someone can direct me?

I personally suggest Postalcodezip as I have used them for a while now. It includes a single database with all that data and more from many countries including France, on their website http://www.Postalcodezip.com
