Cannot access e-newsletter page

I am trying to change my newsletter settings, but every time I try, I’m taken to a page as shown here: http://aphilosopher.net/images/TechRepub.gif. The drop down list for “Job Function” has no content, so I am not able to get past this page. I have tried to do this in both Firefox2 and IE7, with no luck. Can someone help?
