Cannot get rid of Outlook backgrounds

Our office uses Windows 2000 PC, Office 2000, Outlook 2000 and exchange 5.5. I have a user who gets a background on every new message she creates. Her "stationary picker" is grayed out because "Use Microsoft Work to edit E-Mail Messages" is selected. I tried deselecting this and resetting the "stationary picker". When I deselect "Use Microsoft Work to edit E-Mail Messages" the background goes away. When I re-select this option the background comes back no mater what I do with the Font and Stationary settings. I tried setting up her mailbox up on another 2000 PC in the office and the background did not follow her so it seems to be a setting specific to the machine rather than a setting stored in Exchange server. I tried deleting the normal.dot file and re-booting with no luck. The background looks like faint light blue lines with come circular interjections.

In Word, go to Tools>Options. On the General tab in the lower right corner, go to E-mail Options - Personal Stationery.
or
Go to File>New and either in the New Document pane or directly in the Template dialog box, look at the General tab and the E-mail message template.
