Cannot open Windows xp completely

I can get a C prompt in Safe mode and when I run explorer.exe, I am able to to get start menu and all the programs and icons. However, if I reboot in safe mode, the icons do not come up and only the mouse arrow appear. When I do a normal reboot, the program starts to load windows xp and reaches the desktop image appears but the desktop does not open and there are no icons or start button. Can anyone help me out of this dilemma. Thanks. MMN

Can you get the system restore to work.

If you can you could try and roll xp back to a previous date.

Ok, so try the same thing from a normal boot.
Boot normally, log in, then press CTRL+ALT+DEL to bring up the Task Manager.
Click the Processes tab, then click File -> New Task (Run)
Type in EXPLORER.EXE and click OK.

I cannot get windows to boot up completely. I get a message that windows xp is loading and then I get a background picture but no icons or start button. In safe mode, I can get a C prompt and can get the icons etc. by using explorer.exe. Unfortunately, from safe mode I cannot get uncheck system restore since I disabled it to clear a w32.hllw.raleka virus from my system. Any other suggestions? Thanks anyways. MMN
