Cannot Run Outlook

I just upgraded my hard drive and reloaded all the software. However my Outlook 2000 will not launch. It gives the error “Cannot start Outlook.” and then explains to me that I need admin privileges to configure it, however I am the admin and havethose privileges. Any ideas?
