Cannot see contact in Global email List

I have just set up a new user in active directory but cannot see him in our Global Email Address List. I just recently set up a new distrubution group and they don't show up either. I have tried re-adding him and the group in active directory and they still don't show up. I'm running Exchange server 2000 and srever 2000. The machine has had all of the windows updates installed. Please help.

When I create a new user, I have to add the user to Active Directory and then create a new mailbox in Exchange Administrator. As far as I have ever heard, Active Directory doesn't create an Exchange account automatically. Part of the creation of the mailbox asks for the "Primary Windows NT Account" which was created in actvie Directory.
