Cannot see XP Comp’s on Win98 Peer2Peer

I have 2 WinXP Prof. and 6 Win98 computers on network in peer to peer config. Win98 computers can see and access all computers. WinXP’s can see and access only Win98 computers. WinXP’s cannot see and access eachother. Do i have to set up a domain with one WinXP as the server? What am i doing wrong?
