Cannot send using Charter E-mail account

I have a pc on the bench. All of a sudden I am unable to send email. I can receive ok. I can go online to and it sends and receives. Charter does not support Outlook Express and all they will say is it is an issue with outlook. The 2 error messages I receive are.

The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was ''. Subject 'TEST', Account: '', Server: '', Protocol: SMTP, Server Response: '550 #5.1.0 Address rejected.', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79

The connection to the server has failed. Account: '', Server: '', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

You aren't authenticating to the server.

Check the charter site for the correct FQDN server name, port and accepted authenticated methods.

I am using According to charter that is the FQDN for its outgoing server. They no longer support Outlook or Outlook Express. I was told that Microsoft told them not to support the products but to direct the customer to a MS fee based support #.
