Can’t create ISP account on WIN2K

I have a dual boot system Win98SE & WIn2K. Just recently my WIN2K ISP account failed. Try making new connection, no go. I have disabled firewall, Antivirus. I have uninstalled and reinstalled dial up networking. NO go. Tried creating different user no go. I am the administrator so I have the rights. Could it be some security setting or services that went awry? ISP on Win 98SE works fine. Modem diagnostics (device Mngr) says modem is ok even querys ok.
