Can't Dial Out w/o having Admin Group

I have a user that dial out just fine as long as she has administrator group. When that is removed she gets a com port error. Is there a way for her to be able to dial out with out being part of the admin group? Any suggestions?

Review policies for the groups she is in. It appears that one of the groups she is in has no access to dial out.

Check the User Rights Policy for the group that the user is in when you don't have Administrator group assigned.
I'm not positive that this is the user right, since I've only dealt with users dialing in (RAS), but it could be that "load and unload device drivers" needs to be given to that group. Or, create a new group with that privilege and assign it to the user.
