Can’t display user properties in Outlook

I have a server in Italy with Windows NT 4.0 and Exchange 5.5, both installed in English. If a user using the Italian version of Outlook 2000 connects to this server (or browses the OAB), when they open the GAL and select “Properties” on a user, they get a message saying that the appropriate language pack is not installed on their server. Looking in Exchange Admin, the server has both Italian & English listed under “Selected Locales”. A user connecting with the English version of Outlook 2000 can view mailbox properties with no errors. I also have a colleague having the same problem with the French version of Outlook trying to access an English-based server in Memphis. Anybody have any ideas? Thanks.
