Cant make DC, but can join domain.

I have a memeber server that has joined my AD domain, but when I try to make it a Domain controller I get the error message that: The wizard canot gain access to the list of domains in the forest. The error is: The specified domain does not exist orcannot be contatced.

I formated the PC and started over. I can become a memeber of the doamin fine and access the rest of the domain, just not become a DC. This server has 2 NIC’s and wioll be used as a gateway.
