Can’t open .htm files

OTHER THAN association, what could be preventing me from opening a .htm file with IE 6? Normal web pages open normally….but when I click on a link to a .htm file I get the blank white box with the red ‘x’ in the top right-hand corner. Any/all suggestions would be appreciated.
