Can’t run 16-bit windows program

I have installed software (timetrak) on our Novell server, this software enables users to submit their time sheet over the network. We have been using this software for almost five years.
All you do is to create a shortcut on the users NT workstations desktop.I have never had any problem until last week, I try to install a shortcut for a new user and got this error message==Can’t run 16-bit windows program. I know for fact that Timeytrak is a 32-bit application.
I treasure any advice.
