Can’t select multiple files

Computer running Win 2000 with Outlook 2000. I can’t select multiple files when I try to insert files into an email. I have to select one file and click insert, then start the process over again. How can I activate the Shift key. I can use the shift key to make multiple selections anywhere else in windows and Outlook (e.g. inbox)except when I try to insert files.
