Car Adapter in AC adapter laptop charging problem

I got a CF-18 panasonic toughbook from craigslist a few days ago, but it only came with a car adapter. It gets really annoying having to be driving while charging my laptop, and the universal laptop adapters are all around 100 bucks.

Therefore, I got a second adapter that plugs into an AC outlet and has a car charger outlet, into which I plugged the car laptop adapter. The AC adapter gives out 12V at 1000mA, and the car adapter takes 12-16V, 15 Amp max. The output for the car adapter is 15Vdc, 5.5 Amps to the laptop.

When I plug everything together it seems fine until I plug it into the laptop…the charge light on the laptop goes on for a few seconds, then turns off, then on again. The green lights on the car charger flicker a bit and it gives off a slight clicking noise.

I am wondering if it will charge eventually if I just leave it in there, even if it is intermittent charging. I’m also wondering why it doesn’t charge smoothly like it does when I plug the adapter into just my car. I also wonder if I’m going to start a huge electrical fire.
