Why or why not would the end-user use a CASE tool?

What's wrong with CASE tools? If they get the job done then why not. I do not have any but if I need a tool and that was avalible I would use it.

There is a chance that the end user may be well qualified to use a CASE tool at certain levels.

There also may be a chance that the CASE tool is designed to allow end users to spec out the tasks they know while letting the other parts of the CASEtool handle other details.

Of course the end-user uses CASE tools to declare their networking information to what ever tcpip/udp application; this may become simplified by even with SOAP - CASE is still used
