A Cell Phone is still a computer and any computer can be identified when on the net.

IP addresses can be changed

Due to the huge number of people that are on the internet IP addresses are not assigned to you permanently they are leased to you and can be changed at the DOS prompt by typing ipconfig/renew. This changes your IP address, and you can do that as often as you like. I do not know how that is accomplished on Android or IOS phones, however that is how it is done on Windows based computers.

Sure you can change your IP Address but the company who issues keeps records of who is using that address currently and when they started and stopped using it so it in no way prevents you being traced or the use being monitored when you are using it.

Sure, that's why It's possible to track your iPhone if it's lost or stolen.
