THE CA uses a ODBC driver that is installed incorrectly most time. There should be a User DSN for a mdb file. By default it is located in %SYSTEMROOT%\system32\certlog and called certsrv.mdb Verfiy your ODBC is correctly configured and restart. It keeps the server from starting when not correct.
