Change appears to be out of the question

At the beginning of the year an updated version of the firm handbook was dropped off on our desks with no email from our firms partners or from HR asking us to review it, sign the document that says we received it. Mind you there are things in it that don’t even make sense. Given that info, do you think that it will be possible to get the firm management to understand that if they don’t get someone, a professional, to manage our new DMS on a full time basis, all the money they spent on it will go down the drain? I used the handbook example because I feel that I demonstrates the culture clearly enough. Assume that I have done everything I possibly can as the PM\Business Analyst\Administrator\Tech Support person.
