Changing file type to an app in W2K Prof

I would appreciate any help from anyone on the following issue :-

I need to change the application used to execute JPG/JPEG files from MS PhotoEditor to IE. Presently, I changed it when I’m logged in as the Administrator..

How do I ensure thatthis will be reflected to all users profile (of that machine)? Do I need to update for each user login?
