Steps to change your Google Chrome browser profile picture, This is from doing it in Google Chrome Version 110.0.5481.178 (Official Build) (64-bit), running on laptop with up to date Microsoft Windows 10.
First in Google Chrome browser go to: https://www.google.com/account/about/ click on Go to Google Account and login to your Google account page with user you want to use in Google Chrome browser, then go to Personal info, change your photo here for Google account first and check that it changes on screen, it will then be used to update your Google Chrome profile picture when it is synced again.
Then in Google Chrome browser click the 3 dots in top right, then select Settings, in Settings under You and Google, click Turn off Syncing to your Google account user, this will then ask you to sign out of your Google account, then in Google Chrome browser Settings under You and Google, click Turn on Syncing to your Google account user, it will ask you to login to your Google account user you want to use in Chrome, then the Google Chrome browser profile picture should update to the one used in your Google account.
