try a client server type of programs, each client will search for the Server, send the message (Broadcase way like in mIRC) and recieve the message from the server, server is responsible for recieving a message from any client and broadcasting it toall online clients. usage of sockets will be useful by placing a queue being filled by messages pumped into the socket(port) then serving it either by the client or server.
the catch is that u have to either implement or to get the TCP/IP driver/services API.
