Cisco switch, router, and camera system for new building

I'm setting up a new building for a company. We will be using a SG300-28P switch, a Cisco RV220W wireless router, and Bonded-T1 internet, and IP phones. There will be an HD non-ip 32 camera system with 2 DVRs that each will connect to the network through cat5 and need to be able to be remotely managed.

Would it be best to manage routing on the switch or to handle all DHCP on the wireless router and connect the switch thru that? There isn't a server at the moment until the company feels we need one. And do I need to set up any VPNs?

If there is a better affordable switch/router solution for a medium sized business of less than 50 employees and less then 20 hard-wired users.
