client network logins

I'm running a Win2k domain with a mixture of xp, 95 and 98 clients,. The problem is that recently, , some machines are failing to recognise the client's username and password. The machines display the message "the domain password you supplied is incorrect, or acces to your login server has been denied." I have to unlock the user account and login as administrator before they can login. It's not because they enter their passwords incorrectly, because when I'm at the same machines, even my password is rejected. Sometimes, I have to continue trying to login and reboot several times before I'm succesful. Also, whenever some users restart their machines or leave it idle for quite a while, their accounts get locked out. Could it be something to do with the domain policy, because the problem started when I tried to implement security policies from the defaults?
