Cloud database migration

For an organization that has several decades of intellectual property invested in Oracle hardware (Exadata) and software (business logic in PL/SQL, ETL, apps, external system integrations, etc.), as well as dipping their toe in AWS using basic services like compute (EC2) and storage (S3), what is a realistic strategy to “move the database to the cloud”?

A large migration to AWS RDS or Snowflake, etc. would involve rewriting and testing tons of code, this could take months or years. Oracle’s Cloud Service would appear to provide a seamless migration path, albeit at a price. On the other hand, leaving technlology aside, management tends to dislike Oracle’s heavy handed and costly licensing practices.

What are some realistic options here?
