Column verse rows in SQL

We are looking to use a company with a time clock punching system to electronically report employees? hours. In working with the company, their csv files are coming in column format. We are trying to get them to use row format for the exporting ofinformation. I don't know what dB they are using, SQL, I think. Has anyone heard of this as a problem? If so, any suggestions for changing their query report format or converting their reporting of information?

CVS is a serie of rules for archive data
and exist many programs like EXCEL and they can handle this type of files.

And is so easy work with any system RDBMS

Try to think more generaly, if the problem is convert this type of files, then use EXCEL and "save as" for other format you like use...

Also, EXCEL maybe not handle very good the fields (columns) wiht a datetime values first adjust control panel settings to mach with the role for CVS and make a try.
