Locked opens then closes

Small office environment, all the workstations are running windows xp SP2 on a domain with a win2003 sbs.
Just yesterday 4 of the 6 computers started to have this problem. The other 2 are still fine.

There is a dos bases program that they launch from the server via a mapped drive. Now all of a sudden, it will launch, and then shut down right away; within seconds.
I thought maybe that it was a network issue, but no, I copy the complete program to the local computer, yank it off the domain and it still has the same issue.
Further investigation brought me to cmd.exe and cmd.exe works just fine. is the problem one, and has the same symptoms as when i was trying to open that program.
I've tried replacing the config.nt, autoexec.nt and files and the problem persists.
I've run 2 Spyware scans and 2 virus scans, both come up clean as a bell. I have even run the scans from a bartpe os, as to make sure i wasn't getting blocked from viruses or spyware that was existing.

Any help would be greatly appreciated. I'm sure that as soon as i can get to run again, i will have no problem with that program of theirs

Check the registry for this setting:

Key: Software\Microsoft\Command Processor
Name: EnableExtensions
Value: 1 enable

If it is set to 0, cmd.exe extensions have been disabled. It should be set to 1.
