I have a Dell Desktop that is only a few years old, and recently it has stopped working. When turned on it will boot or whatever it is called but all that will end up on the screen is the wallpaper! There are no icons or taskbar..If I try Control/Alt/Delete is says that the Task Manager was disabled by the Administrator? I tried repairing Windows XP but that didn’t change anything! Please help
