Computer won’t boot using CD

Hello, I am attempting to use Hiren’s Boot CD, but whenever I reboot, instead of using the disc, it boots to windows instead. I have disabled Secure boot, and the boot speed is set to “Normal.” The boot order has ODD first, then USB, then the Hard Drive. I’ve tried using the boot menu (F12) selecting ODD (There is no option for CD/DVD, so ODD is what I went with), but it still boots to windows. This is the second time I’ve burned Hiren’s to a CD, so it’s probably not a burn error. No “Press any key to boot from CD” message appears on boot, so that’s not the issue. Please help.

Laptop
4 GB Ram
512 GB Hard drive
Windows 8.1
