confidentiality notice on email

We are considering implementing a confidentiality notice on all external email. I’m trying to figure out the best way to do this. We use Outlook 2000 with Exchange Server 5.5. Is there some way I can set a confidentiality statment to go on all email that the recipient is not in the global address list through exchange server rather than setting up a signature for each and every user at their workstation?
