Configure SMTP in Outlook 2000

I just moved up to W2K and Outlook 2000. My server does not like POP3. How do I configure the SMTP virtual server, SMTP connector and possibly the DNS to make it work correctly. My school is part of a larger network. At the district level they run Linux and are not into dynamic DNS so I have to resolve addresses using DNS, I think.
